The 13th Five-Year Plan Energy-Saving and Environmental Protection Market Demand Seminar and Investment Matchmaking Conference, co-organized by the Investment Promotion Affairs Bureau of the Ministry of Commerce and the Technical Equipment Committee of the China Circular Economy Association, was recently held in Beijing. Zhang Yuzhong, deputy director of the Investment Promotion Affairs Bureau of the Ministry of Commerce, pointed out that the release of the "13th Five-Year Plan" has elevated green development and ecological improvement to a national strategic level, and a new energy and technological revolution has begun.

Zhao Penggao, deputy director of the Environmental Protection Department of the National Development and Reform Commission, elaborated on the development plan and work priorities of the energy-saving and environmental protection industry in the "13th Five-Year Plan" from the aspects of industrial agglomeration, market regulation, subject cultivation, information disclosure, green finance, and third-party governance, and pointed out the direction for the future development of the energy-saving and environmental protection industry. According to Zhao Penggao, during the "12th Five-Year Plan", the scale of China's environmental protection industry grew rapidly, the level of technical equipment was significantly improved, and the energy-saving and environmental protection service industry also developed rapidly. In 2015, the total output value of energy-saving and environmental protection reached 4.5 trillion yuan, and the average annual added value accounted for 2% of GDP, which was much higher than the proportion of industrial added value in GDP, and the contribution to economic development increased.

Zhao Penggao revealed that in order to promote the development of the environmental protection industry, the state will further introduce relevant tax incentives; in order to further regulate the market order, it will prepare to issue the "Opinions on Cultivating Market Subjects to Protect the Ecological Environment". Faced with huge historical development opportunities and broad market space, environmental protection companies should strive to reduce costs, reform and innovate, that is, the supply side needs to study how to meet market demand and provide products and services that the market urgently needs.

Zhang Yuzhong said that in recent years, the Investment Promotion Bureau has focused on promoting industrial investment and has made energy conservation and environmental protection one of its key tasks. The Investment Promotion Bureau will integrate advantageous resources and work channels to provide assistance and support to environmental protection enterprises in terms of international networks, high-end exhibitions, project information, and event planning for domestic and overseas investment, and carry out more mutually beneficial and win-win cooperation in the field of energy conservation and environmental protection.

In the special seminar of the matchmaking meeting, experts from different fields discussed the technical route and operation mode of sewage treatment in villages and towns in my country during the 13th Five-Year Plan period, the impact of mandatory garbage classification on the technical route of garbage treatment, pulse power supply - the leap of ultra-low emission of electrostatic precipitator, the application of nanotechnology in energy conservation and environmental protection and future development trends. In the cooperation promotion session, Caofeidian Industrial Zone and Sino-Swiss Zhenjiang Ecological Industrial Park promoted their development plans, investment needs, investment environment, etc. of their respective energy-saving and environmental protection industries.
