Dayu's water control and dredging are the key, and there is still a long way to go in the treatment of landfill leachate

[China Environmental Protection Online Solid Waste Treatment] Solid waste treatment has become a key focus of the country, but the leachate derived from solid waste treatment has not received enough attention for a long time, and has increasingly evolved into a major problem for ecological environmental protection. At present, the issue of leachate treatment has been put on the agenda, and inspections and supervision have been launched to crack down on the illegal discharge of leachate and urge waste incineration plants to properly dispose of leachate.

In the process of promoting ecological civilization construction, China's environmental protection work has been steadily moving forward, and various standards have become increasingly stringent. The problem of landfill leachate is becoming a focus of national attention and public concern.

What is landfill leachate? This is a question many people have. Landfill leachate is a high-concentration wastewater formed by the water contained in the garbage itself and the water that enters the landfill through other channels, minus the saturated water holding capacity of the garbage and the overburden layer, and passing through the garbage layer and the overburden layer.

It is understood that the composition of landfill leachate is extremely complex. It is a highly toxic and highly concentrated organic wastewater. Coupled with the large amount of accumulation in the early stage and the difficulty in treatment, it has become one of the real problems in the sewage treatment industry. If it is not properly handled, it will cause soil pollution and surface water and even groundwater pollution.

According to the first round of central environmental protection inspections carried out from 2015 to 2017 and the first round of central environmental protection inspections that ended shortly after 2018, some local garbage treatment plants have a large amount of landfill leachate accumulation, and some places have illegally discharged it, posing a serious threat to the ecological environment.

"In fact, the treatment of leachate has always been a global problem. In China, for a long period of time, the supervision was not strong enough and the policy was not strictly implemented. The phenomenon of excessive discharge and illegal discharge in garbage treatment plants often occurred. However, the country now attaches importance to environmental protection, and the central and local environmental protection supervision mechanisms have been basically established. The treatment of leachate has become a test that all places have to pay attention to." said an industry expert.

It is reported that due to the lag in the promotion of garbage classification, the overall water content of domestic garbage in China is relatively high, basically above 50%, which leads to the proportion of leachate generated by landfills as high as 30%~50%. In some areas, due to precipitation and other reasons, leachate even accounts for more than 50% of the landfill volume. The reason why

the problem of leachate in China has existed for a long time is actually nothing more than the following three reasons: First, the lack of attention has led to backward technology and processes, making related projects and engineering unable to meet the standards; second, the amount of leachate is large and the fluctuation is large, and the scale of large garbage treatment is relatively small, which cannot meet the existing needs; third, the investment budget is insufficient, resulting in insufficient operating funds, which in turn leads to the "sunbathing" of leachate treatment facilities.

According to a senior executive of a waste treatment plant, in waste treatment projects, many personnel responsible for leachate treatment equipment are not professionally trained and lack relevant professional knowledge; some equipment, although in operation, does not have the function of harmlessly treating waste. "Some leachate treatment equipment, although equipped with membrane deep treatment systems, is hardly maintained or cleaned, or even basically not operated, and is only used as a means to cope with inspections, so the effect can be imagined."

Fortunately, China has begun to pay attention to the problem of landfill leachate, and has adopted multiple means of inspection and supervision to crack down on the problem of illegal discharge of landfill leachate and urge waste incineration plants to properly dispose of landfill leachate. Experts pointed out that to truly solve the problem of landfill leachate, it is necessary to comprehensively consider the natural and economic conditions in different regions of China, combine environmental capacity, economic level, leachate characteristics, etc., explore hierarchical management strategies, and achieve harmless treatment of landfill leachate.

"We cannot only focus on the terminal treatment of leachate and only focus on emission standards. We must also pay attention to how leachate is produced, just like Dayu's flood control, focusing on dredging." He Pinjing, director of the Institute of Solid Waste Treatment and Resource Utilization, said.
