Viewpoint: Desalinated water should become the second water source for coastal water-scarce cities

Li Linmei, a member of the National Committee of the Chinese People's Political Consultative Conference and director of the Tianjin Institute of Seawater Desalination and Comprehensive Utilization of the Ministry of Natural Resources, was extremely busy. She had to hurry up to revise and improve her proposal.
Last year, Li Linmei became a member of the 13th National Committee of the Chinese People's Political Consultative Conference. Her proposals all concerned water security. She believed that the lack of water resources was a shortcoming in the coordinated development of Beijing, Tianjin and Hebei, and that seawater desalination should be used to ensure the water supply of Xiong'an New Area and promote the large-scale application of seawater desalination technology.
Regarding the handling of last year's proposal, Li Linmei said: "I am very satisfied. The development and application of seawater desalination technology has received more attention, and government departments have also paid more attention to it and provided a lot of support in terms of policies and technology."
This year, Li Linmei's proposal still focuses on the field of water resource security. Last year, she visited islands, inland and coastal water-scarce cities for many times and found that desalination technology has been effectively applied on small islands, but its application in large water-scarce cities is far from ideal. "As an important guarantee of water resources, desalinated water has a large market, and efforts should be made to further transform the results," said Li Linmei. "Desalinated water should become the second water source for coastal water-scarce cities."
Li Linmei pointed out that with economic development, population growth and improved living standards, the gap in water resources will become increasingly larger. Seawater desalination is an important supplement to the existing water supply. Vigorously developing the seawater desalination industry along the coast is an important way to solve the local water shortage problem.
Li Linmei said that seawater desalination water supply plants should be built in coastal water-deficient cities as a second water source to supplement production and domestic water. The allocation ratio of desalinated water should be increased, supporting policies for desalination should be formulated, and preferential electricity prices should be given to desalination projects. Pilot demonstrations of desalination in coastal cities should be supported to promote the reform of urban water supply pricing mechanisms.
Talking about her feelings about performing her duties over the past year, Li Linmei said that as a member of the National Committee of the Chinese People's Political Consultative Conference, she felt that the burden on her shoulders was heavy. "How to better fulfill my responsibilities and put forward more constructive proposals is the direction of my efforts.
